Constitution of Shaoyang International Culture Association

Chapter I General Provisions
 
Article 1 This organization is named Shaoyang International Culture Association (hereinafter abbreviated as: SYICA).
 
Article 2 SYICA is an organization established voluntarily with support of the departments at various levels in response to the call of the Municipal Party Committee and the Municipal Government to build a culture-oriented city. It is a non-profit social organization engaged in cultural exchanges and cooperation with relevant nongovernmental organizations or institutions.
 
Article 3 The mission of SYICA is, in compliance with the national Constitution, laws,  policies as well as regulations for social organizations, to “boost Shaoyang’s cultural prosperity, make Shaoyang known globally, help Shaoyang move towards the outside world”,  arrange or organize mutual visits, information exchanges and cooperation for well-known people from domestic and foreign intellectual circles, cultural circles, scientific circles, economic community and ethnic and religious circles, hold multilateral cultural activities, enhance the mutual understanding and friendship between Shaoyang people and peoples of other countries and regions, increase Shaoyang’s popularity, and do everything possible to provide services to the government for setting up a bridge for cultural exchanges, promoting Shaoyang’s economic development, scientific progress, cultural prosperity and building “a famous international cultural city”.  
 
Article 4 SYICA is under the operational guidance of Shaoyang Culture and Press Bureau, as well as the supervision and management of Shaoyang Civil Affairs Bureau.
 
Article 5 The head office of SYICA is located at Room 209, Second Floor, Front Building of office block of Shaoyang Political Consultative Conference, Chengbei Road, Shaoyang, Hunan, China.
 
Chapter II Scope of Business
 
Article 6 The scope of activities of SYICA involves disciplinary study, press and publications, movie and television, education and training, cultural tourism, literature and art, science and
 
technology, economy and finance, humanity and society, sports and hygiene, ethnic and religious affairs with variety of exchange modes, including:
 
(I) Mining and introducing native Shaoyang culture and organizing academic discussions;
 
(II) Organizing exchange activities for culture and arts and cultural industry at home and
abroad;
 
(III) Organizing international, inter-provincial and inter-city arts performances, sports competitions and exhibitions;
 
(IV) Supplying services to famous people for their visits, exchange activities, investigation and practice and providing the well-known people working outside Shaoyang with necessary convenience to communicate with their hometowns;
 
(V) Supplying information consultation for the development of the local culture industry and the platform for communication and inspection;
 
(VI) Undertaking relative research and cooperation projects issued or delegated by the departments of the central government or the provincial government;
 
(VII) Being a consultant for the leadership of the Municipal Party Committee and the Municipal Government when a decision for the culture construction is made;
 
(VIII) Actively exploring and expanding foreign cultural exchange channels and making contributions to the prosperity of Shaoyang’s culture and economy and the construction of “a famous international city” by offering advise and suggestions.
