Steadily Push Forward The Construction Of The City Sports Center

On November 30, the tomb removing and house demolishing for the city sports center began, which was intended with all efforts to finish early next year. Up to now,the negotiations on the first batch of land expropriation and the contract of project design have basically ended;the construction of houses for resettlement is underway; and meanwhile,the management of the stock of sports assets has totally started.

The CPC Municipal Committee and the Municipal Government attach great importance to sports for the masses of people. In December, 2012, at the 26th executive meeting of the municipal government,it was decided that a city sports center and a people’s health-building park would be constructed, and that the peach blossom central sports area was made one of the "ten key projects" of the city.The sports center to be built in a modern style is what we more than 8 million people of the whole city are expecting eagerly. When completed,it will be able to undertake not only provincial comprehensive sports games but also national and even international sports competitions of a single event. The sports center is a public welfare project.It will enhance the city’s grade and improve the city’s appearance.Its completion will strongly promote the development of sports and change the current poor infrastructure of our city as well. Also,the sports center is a necessary solid condition for our city to host 2018 Hunan Provincial Sports Games and Hunan Commercial Conference.In addition, it is a display of the economic development and social advancement of Shaoyang.

The city sports center is to be located within the scope of Hukoujing Village, Zixia village and Fangmao Village in the newly-planned peach blossom town. A total investment of 1.1 billion yuan is intended for the center as one of the ten key projects in the city. In the peach blossom sports center area, a green ecological park and modern stadiums will be constructed based on the concept of a sports area being combined with a park.The area mainly consists of two parts: a sports center and a sports park. The sports center covers an area of 32.2 hectares. The major structures include "two playfields, three stadiums and one school", whose total construction size is about 140000 square meters. They are a main stadium that can hold 30000 people, a 60000-square-meter sports plaza, a 6000-seated stadium, a gymnasium with a standard swimming pool of 18 lanes, a comprehensive training hall that centralizes shooting, gymnastics, basketball, volleyball, judo and so on, and a sports school of 400 students.The sports park covers an area of 83.6329 hectares. It contains an afforested zone, a water park, a children'' s amusement park, health walking trails, outdoor basketball courts, outdoor volleyball courts , outdoor tennis courts, outdoor croquet courts and other relevant supporting facilities, etc.

It is known that the main stadium is expected to be completed and put into use by the end of 2016 . By then, Shaoyang, a city of more than 8 million people, will say good-bye to its history without a sports center. “It is a great pity that Shaoyang, the most populous city in the province, has never held provincial sports games.” said a leader of the Municipal Sports Bureau. This leader released that after the completion of the city sports center, they would take the advantage to bid for holding the 2018,13th Provincial Sports Games. The bidding work is actively underway.

At present, the earlier work of the construction of the city sports center is getting along smoothly.The first land expropriation of more than 600 acres has been completed.On July 12, after several rounds of negotiations,The Construction co.Ltd. responsible for the peach blossom sports center area agreed on the contract of project design with the Shanghai East China Design Institute.By controlling the total amount of investment,limiting the designing cost and adjusting the design contents,the total cost of design could be reduced to around30 million yuan.

Now the resettlement work has started smoothly. The land for resettling houses has been determined; the project design has been finished; the apartment model has been set according to the opinions from the representatives of residences to be resettled. Following the instructions of “ resettlement being priority” from the Municipal Party Committee and the Municipal Government, efforts have been made to have the resettlement residential construction go together with the construction of the sports center. Firstly, a scientific plan has been made, and a reasonable site selection has been done. The resettlement site is in the center of the area, with the 42-meter-wide Zixia Road on the east, the 100-meter-wide New City Avenue on the south, and the sports park on the north. The site, being superior in location, has a convenient transport and a beautiful environment. Secondly, much attention is paid to the design of the resettlement with the purpose of building a model housing estate.Thirdly, importance is put on the efficiency of the construction of the resettlement.The Municipal Party Committee and the Municipal Government require that the construction of the city sports center be carried out as a vital project in the city’s construction and the people’s livelihood. Relevant procedures must be performed according to the principle of “a special thing being done in a special way”. Construction time is clearly scheduled to make sure that the construction of resettling houses is completed as planned. Besides, after two months of collection and process, the investigation of the assets stock of the stadium at Daxiangping has been finished. Next, its surveying , mapping and evaluating work will be done. At present, a fund of 64 million yuan is put in place to be used mainly for land expropriation compensation, resettlement construction and reporting for approval and construction.
