A rising Shaoyang — Shaoyang’s Grand Blueprint in 2015

The third conference of the 11th Committee of Shaoyang CPPCC and the third conference of the 15th Shaoyang People’s Congress came to a successful close on February 6 and February 7 respectively. With a high level of responsibility and a realistic attitude, all the participants of the two conferences accomplished their mission satisfactorily and passed resolutions such as Work Report of Shaoyang Municipal Government, which will help the whole city start in a new condition to achieve a level of development at a higher speed and with better quality and greater reliability.
Then, what achievements did Shaoyang make and how will Shoyang develop in 2015? The municipal Development and Reform Commission gave us a surprise answer on the third conference of the 15th Shaoyang People’s Congress.
Construction projects
In 2014, the municipal government started 337 key construction projects and completed investment of 49.5 billion yuan, 103.8 % of the annual plan and an increase of 9 billion yuan or 21.6% over the previous year.
In 2015, there will be 318 key construction projects with estimated total investment of 36 billion yuan, in which 60 billion yuan will be completed this year, a rise of 12.3 billion yuan or 25.8% over the previous year. For this year’s fixed asset investment, we strive to complete 157 billion yuan, an increase of 24% over last year. Of the 75 categories in the field of top ten national investments, we have applied for 1,200 projects, hoping over 10 billion yuan will be invested from the national budgets for major projects and over 3 billion yuan for our small or medium-scale projects.
Projects for construction of Huaihua-Shaoyang-Hengyang Railway and expansion of Loudi-Shaoyang Railway
Huaihua-Shaoyang-Hengyang Railway with an investment of 18 billion yuan within Shaoyang territory has already been started. In 2015, we must ensure that all the work for land expropriation and house removal is completed in the first half of the year, so that the construction of Huaihua-Shaoyang-Hengyang Railway can be quickened and the project with an investment of 4.5 billion yuan this year can be completed. We will also complete the expansion project of Lou-Shao Railway and strive to start the expansion project of Shaoyang South Railway Station.
We will try to influence the higher authorities to bring Xingyi-Yongzhou- Chenzhou Railway, Changde-Guiyang Railway and Shaoyang Interurban Railway into the medium-term and long-term plans of the national railway network or the construction projects of the 13th Five-year Plan.
High-speed rail and light rail projects
Shaoyang section of Shanghai-Kunming High-Speed Railway has already been open to traffic. In 2015, we will carry out project assessment for the urban light rail between Shaoyang South Railway Station and Shaoyang North Railway Station and follow closely the initial plan of the route of Baotou- Haikou High Speed Railway that may pass through Shaoyang.
Wugang and Shaodong airports
The project for test section of Wugang Airport has been accepted and its total project will be constructed at full capacity in 2015 with 0.5 billion yuan investment being completed this year. We will strive to push forward the preliminary work of Shaodong Airport.
Shaoyang-Pingshang, Wugang-Jingzhou, Anhua-Shaoyang high speed expressways
Construction of Shaoyang-Pingshang High-Speed Expressway goes well and the annual investment plan has been overfulfilled. Land expropriation and house removal for Wugang-Jingzhou High Speed Expressway is almost over and the testing project starts its work ahead of schedule.
In 2015, we will speed up construction of Shaoyang-Pingshang, Wugang-Jingzhou, Anhua-Shaoyang high speed expressways, so that the two expressways Shaoyang-Pingshang and Anhua-Shaoyang will be open to traffic and the construction of Wugang-Jingzhou High Speed Expressway will start with all the projects for tunnels completed. We will determine the project owners for Xinning-Baicang High Speed Road as soon as possible so as to start the construction earlier.
Sanitary city building and new town construction
Central urban area of the city has successfully gained the acceptance for a civilized city and garden city at provincial level and partial results have been achieved for a national level sanitary city.
The East Interchange at Century Avenue, the open project for South Interchange, Shaoshi South Road, Taohua Road and the overpass in Daxiang District have been open to traffic.
The main construction of the municipal Culture and Arts Center is almost completed; the east part of Shaoyang Central Hospital is under construction; the main construction of the gymnasium of the Sports Center is under construction and land expropriation and house removal for its main stadium and swimming pool is underway and main parts of the replacement houses are under construction and 1,213 project for civil air defense is completed
Building of a three-ring urban area
In 2015, we will speed up building 10 most beautiful roads, transform and improve the first ring road, smoothen the second ring road and speed up construction of the third ring road. We will also make a five year plan for shantytown transformation.
For the first ring road, we will complete construction of Xihu South Road, transformation of Baoqing Road and reinforcement of the first Zijiang Bridge.
For the second ring road, we will speed up construction of Xuefeng Bridge across Zijiang River and the link from Xuefeng Bridge to Baoqing Road, and start the link connecting Jiangbei Square at Weiyuan Road to Xuefeng Bridge.
For the third ring road, we will speed up preliminary work on the construction of Newtown Avenue, Huxingshan Road and Jinji Road so that it can start as early as possible.
Construction of beautiful villages and small towns
Focusing on the construction of beautiful villages with rural characteristics, the protection of ethnic features and folk houses, the anti-poverty projects with rural tourism and the construction of small towns with characteristic tourism, we will continue to advance construction of all the projects for fast road network between the east and west of Hunan, for convenient public transportation in the urban areas and for home-based care for the aged so that the gap between urban and rural areas can be narrowed and the integration of urban and rural areas can be accelerated. In addition, we will speed up construction of 5A Scenic Region for Langshan and increase investments on Nanshan, Huangsang, Yunshan, Huxingshan and Baishui Cave, so that over 27 million trips made by people from all parts of the world will bring a total of tourism income of over 18 billion yuan.
Establishment of “a city rich in energy”
Power network transformation: Shaoyang is the first city in Hunan Province to have accomplished the reform for the management system of rural power network, which covers 97 self- supplying zones including 593 villages. In2015， we will speed up building major network and distribution network and with an investment of 2 billion yuan, accomplish transformation of power networks in all the rural areas including the villages which have not yet been involved.
Wind electricity: Six wind power plants have been completed for the first and second stages of Nanshan project and Fengyudian project of Xinning. Another 11 wind power plants are under construction at Longshan of Xinshao and Niupaishan of Chengbu and still another 17 ones are in a preliminary stage.
Gas to be available in all Shaoyang: The provincial government has approved preliminary work for building 3 gas branch pipelines: Shaoyang-Shaoyang County, Shaoyang-Shaodong County, Shaoyang-Dongkou County –Wugang County and a feasibility study report is being prepared.
Construction of new energy projects: We will strive to develop new energy projects related to solar energy, wind energy and photovoltaic power that will be generated in Baoqing Industrial Garden, Daxiang District, Dongkou County and Wugang County, and arrange projects in the urban areas for coal-gas shift and power generation through garbage incineration so as to increase the proportion of new energy in the total energy consumption, reduce pollutant emission, improve dwelling environment and gain the national acceptance for a new energy model city.
New industries and Four-Hundred Project
We will realize industrial added value by 55 billion yuan, an increase of 12% over last year. By taking the opportunity of building Hunan Merchant Industrial Park, we will speed up development of new type industries and continue fulfilling the task of Four-Hundred Project, including over 120 industrial projects to be introduced, over 130 projects to be started, over 120 projects to be put into production and over 150 sized enterprises to be increased. We will support traditional industries such as machinery, textile, food and building materials to grow stronger and bigger so that output value for light industry will be over 60 billion yuan and that for food industry will be over 30 billion yuan. We will promote the removal and transformation work in Longxutang area located in the urban core of the city so as to set up an example for the transformation of the old industrial area.
Service industry cluster
We will realize an increase of 56.5 billion yuan for service industry, a rise of 11.5% or more over the previous year. We will strive to develop 10 industrial fields, including modern logistics, modern commerce and trade, finance, real estate, culture creativity, services for inhabitants, health and old-age care, electronic commerce, and scientific and technical information.
At the moment we will pay attention to the development of service industry in the area around South Railway Station, Baoqing Newtown, and on both sides of Zijiang River and build the clusters of service centers at Southwest Hunan Logistics Park, Jinluowan International Shopping Mall, and the new town of the high speed railway station. We will strive to bring in a number of supply chain enterprises, brand enterprises of commerce industry and enterprises for new service industry and some cold-chain logistics.
Opening up
We will accelerate development of foreign trade to realize total export-import volume of US dollars 0.84 billion, a year-on-year rise of 42.5%. We will consider establishing sister-city relationship with some Southeast Asian nations and make Shaoyang be a big overseas investment city in Hunan and even in China by building, with Shaoyang merchants being the mainstay, Hunan Laos Rubber Industrial Zone, Hunan Thailand Industrial Park and Vietnam (ASEAN) Hunan Commerce and Logistics Park.
