Reporting System for Important Activities

Article 1 The system is established as per the “Management Regulations for Profession Associations of Hunan Province” and the “Constitution of Shaoyang International Culture Association” to standardize management work of the important activities of the Association and increase transparency of the work in the Association.
 
Article 2 Reporting important activities referred to herein means the action to report to the competent authorities and the registration authority within the fixed time the activities which may have a significant impact on the sector.
 
Article 3 All the important activities of the Association will be carried out as per the State laws or regulations and the constitution of the Association to maintain the lawful rights of the members, reflect their desire and promote healthy development of the industry, but not to affect the stability of the society and cause any harm to the public interest.
 
Article 4 Important activities of the Association include:
 
(I) Organizing meetings of the Board of Directors (or the Executive Board of Directors);
 
(II) Amending the constitution of the Association;
 
(III) Establishing economic entities;
 
(IV) Carrying out important academic activities;
 
(V) Holding large-scale trade fairs and exhibitions;
 
(VI) Involving activities concerning foreign affairs (including the affairs in the areas of Hong Kong, Macau and Taiwan);
 
(VII) Launching activities for appraising through comparison, standard reaching and achievement recognizing;
 
(VIII) Accepting donations from overseas for an amount of over RMB 50,000 yuan;
 
(IX) Involving in lawsuits which may have great impact on the sector.
 
(X) Carrying out other important activities.
 
Article 5  Any one of the activities described in Article 4 shall be reported to the registration authority at least three days before the activity starts and the superior leaders and the leaders from related departments shall be invited on site.  The decision to hold an important activity shall be submitted to the registration authority and the related competent authorities within 7 days commencing from the date when the decision is made.  The activities concerning appraisal, standard reaching and achievement recognizing shall be submitted to the registration authority for filing after passed by the Board of Directors (or the Executive Board of Directors) and approved by the related authorities; the activities needing amendment of the constitution of the Association, shall be submitted to the registration authority for review and approval within 30 days after passed by the Board of Directors (or the Executive Board of Directors); other activities shall also be reported in writing to the registration authority and the related authorities. 
 
Article 6  The report for filing an important activity shall be submitted in written form to the authorities concerned, including content of the activity, its mode, scale, people involved, time, place and money.
 
Article 7 The activity shall be stopped immediately and shall not restart until the mistakes are  corrected or the necessary preparations are made when the activity reported is thought by the registration authority to break the laws, regulations or policies of the State or the constitution of the Association. 
 
Article 8 After an important activity is over, a report in written form concerning effect, social influence, remaining problems and the plan for the next step shall be submitted to the registration authority and the related authorities.
 
Article 9 The secretariat of the Association shall keep the filed reports complete for important activities, make annual work summary and annual work plan, which shall be submitted to the registration authority and the related authorities after adopted by the Board of Directors and the Executive Directors.
 
Article 10 The system shall become effective after reviewed and approved by the Board of Directors and shall be interpreted by the Board of Directors.
