2015, Shaoyang’s Construction Year for Cultural Infrastructure

On March 10, exciting news came from the conference of the municipal ideological publicity work that Shaoyang municipal Party committee and the municipal government have set this year as the year of cultural infrastructure construction with detailed implementation programs.   
 
It is said that the activity includes establishing or improving county level libraries, cultural centers, museums or art galleries, D-cinemas, theatres, cultural squares, broadcasting networks in rural areas,  small cultural squares in villages, children’s palaces in rural schools, cultural and tourism parks and reinforcing publicity work for selecting and training cultural talents.  In three years, all the county level cultural infrastructure must be established or improved with one or two projects finished each year so that according to the requirements of an overall well-to-do society, for every 10,000 urban residents, there will a building area of over 450 square meters for public activities;  in each county there will be a D-cinema with at least 400 seats and a theatre with over 1000 seats; for a county town with a permanent population of 100,000 or less, cultural squares will occupy a total area of 3,000 square meters and for the county town with more than 100,000 permanent residents, cultural squares will occupy a total area of 6,000 square meters or more, with around 10,000 square meters for each square.  
 
Besides, digitization projects for wireless radio and television and the remaining task for building town culture stations will be accomplished; all the town stations which have been hitherto used for other purposes will be used for cultural activities only; in every village there will be 3 to 5 outdoor cultural squares of 500 square meters with stages; in every village school there will be a children’s palace; in each county or district, there will be a cultural tourism park occupying an area of 100 mu with annual value of 2 billion yuan.
