Article 4 Salary and welfare
 
(I)  Salary and welfare policies for the full-time staff working in the secretariat of the Association   shall be implemented with reference to the regulations for public institutions set by the government administration.
 
(II) Salary and welfare for the appointed Secretary-General shall be determined by the Board of Directors.
 
(III) Salary for the appointed experts shall be paid as per the regulations available in the related institutions after submitted by the Secretariat to the President for approval.
 
(IV) Wages for temporarily hired personnel shall be paid with reference to the regulations for public institutions set by the government administration after submitted by the Secretariat to the President for Approval.
 
Article 5 Management of the fixed assets
 
(I) Management of the fixed assets includes purchase, maintenance and improvement, allocation, transfer, scrapping, disposal, stocktaking.
 
(II) The Secretariat of the Association is the department for supervising all the fixed assets, which is responsible for the purchase and daily maintenance of the fixed assets, including making catalogue, establishing cards, handling the procedures for purchase, inspection, transfer, scrapping and disposal of the fixed assets, organizing stocktaking and checking the fixed assets periodically with the accounting personnel so as to ensure that the records, cards and objects are in conformity with each other.
 
(III) The departments using the fixed assets are directly responsible for the use, keeping, maintenance of the fixed assets, so they must strictly follow the operational guidance and the maintenance regulations, properly use the fixed assets and avoid losses caused by human error.         
 
Article 6 Management of travelling expenses shall be determined by the Board of Directors.
 
Article 7 Vacation allowance will be given as per the related regulations of the State to those full-time employees who have the rights to enjoy the vacation but fail to spend the holidays because of the requirement of the work.  
 
Article 8 Purchase of newspapers, periodicals and books shall be determined by Executive Board of Directors. 
 
Article 9 The funds of the Association shall be managed independently without interference from any enterprises and institutions including the one which provides the Association with unpaid use of the offices. 
 
Article 10 The system shall become effective after reviewed and approved by the Board of Directors and shall be interpreted by the Executive Board of Directors.
