Shaoyang CPPCC Members Attending The Training Class Of Proposal Work

Shaoyang CPPCC Municipal Committee held a training class of proposal work in Longhui County from December 17 to 18, 2014. More than 100 CPPCC members attended the class, including members and leaders from various democratic parties and representatives from organizations of all walks of life. Vice-chairman Xiao Yilin and Secretary-in-chief Jiang Zhigang were present at its opening ceremony.
During the two days, three special talks were given respectively by Standing Committee member of Hunan Provincial Committee and Director of Proposal Office Xiao Jianping and other experts on what a proposal is, how to write a proposal, how to improve the quality of a proposal and how to do proposal work well. All present listened attentively, studied them seriously and exchanged ideas widely at discussions.
After a short ceremony on the morning of December 17, Vice-chairman Xiao Yilin delivered an important speech. He pointed out that as a kind of fundamental and regular work influencing the overall situation, a bridge between the Party as well as the government and the people and a crucial method with which to keep in close contact with the masses, proposal work played a vital role in political consultation, democratic supervision, commenting government and participating in politics. He hoped that, faced with the fact that proposals shifted from quantity-type to quality-type, all the CPPCC members should increase their responsibility and awareness of mission to improve their proposals based upon deep investigations.
Then, Standing Committee member Zhang Zhengqing gave a talk titled Making A Correct Choice Of Themes For Proposals, which covered the concept, the form and the characteristics of a proposal and the principle as well as the methods of choosing a theme. He said that a proposal maker should be clearly aware of what the focal point of economic and social construction is, what the hot point of the people’ s concern is and what the difficult problem is for the Party and the government to deal with eagerly. He instructed that a proposal should be made according to the principle of ‘the issue being required by the general situation, hoped for by the masses of people and within the ability of the CPPCC ’ Only a good proposal can play its part.
On the afternoon of December 17, Director Wang Jianping from the Provincial Committee made a lecture, which focused on the speeches by President Xi Jinping and Chairman Yu Zhengsheng at the national conference of the C.P.P.C.C. He talked about the importance and the reform of proposal work. As to the reform, he introduced that the step of a chairman discussion was added in order to guarantee the quality of proposals.
On the morning of December 18, Standing Committee member and Vice-chairman of the Disabled Federation Xie Han gave a lecture titled Enhance The Practicability Of A Theme For The Quality Of A proposal. He stated that in order to enhance the practicability of a theme one must pay attention to the following four points. Firstly, the theme should be macroscopic; secondly it should have a direct aim; thirdly it should go ahead of reality; and finally it should agree with present policies. In addition, if one wants to put forward a proposal he must have the awareness of responsibility and the ability to bring forth new ideas, he added.
Director of the proposal office Fan Zhenping made a summary. He pointed out that presenting proposals was not only a frequent job characteristic of the tradition of the CPPCC but also the most common, direct and efficient working method with which a committee member fulfill his ‘Three Functions’. Therefore, he stated, it was crucially necessary to strengthen the training so as to improve proposal work and the ability of committee members’ performance of their functions in the new situation. He wished all the students to sum up experience and be active in researching on new methods and new approaches.
